The eyedropper tool in Photoshop allows a user to record and reuse colour values. If you want, for example, to recolour part of an image sky-blue, then simple find an image that has an appropriately coloured sky, sample it with the eyedropper, and reuse the recorded colour values whereever and whenever you need them.
